Called my cell phone, didn't leave voice mail. I called back from work, number rang fast busy. I get these 909 calls often. They are usually a solar company in California. Problem is I live in oregon. The company, no doubt, changes the number (spoofs) in the hopes you pick up. I have a good 100 of blocked 909 area code numbers.

Asks "yes" & "no" questions, which I heard is a new scam technique; they record you saying "yes" and apply it to another question in order to get you to agree to charges of some sort. Good thing I only said "who are you calling for?".
